The current definition of mnemonic is purely with some numbering
scheme for CJK, as stated before. The translation JIS/10646M/mnemonic

tables, or via a 10646/JIS translation table, that is present anyway.
Mnemonic need not cost extra big tables.

  There are clear technical reasons (one is cited above) why a BASE64
representation of IS-10646 will be preferable to a MNEMONIC
representation of the same text once the IS is a done deal.  Note
that until 10646 stabilises Mnemonic cannot stabilise since Keld
has said that Mnemonic will track the DIS' contents and so must
be unstable to precisely the same degree as the DIS.

There will always be new characters....
Mnemonic is extensible, and I did not change one single name in 
upgrading it from 1DIS to 2DIS. I added some names, yes.
But mnemonic is stable and has been stable for over a year now.
