agreement on checksum & features

  I agree with the idea of having a mandatory checksum for BASE64 data
in a standard format so it can be easily parsed out by the receiving
MUA.  I'm also in agreement on the general idea of deferring any new
features and not including them in RFC-XXXX -- mainly so we can get this
thing done in reasonable time...
