What is "The Internet"?

One view is that it is the set of connected nets that use IP.  ANother
view, which I consider far more useful for this group, is that it is
the set of connected email networks which includes the IP Internet.  That
is, I strongly encourage the view that the EMail Internet is far, far
broader than the IP Internet.  If you take that view, then trying to
make things friendly for other character sets, when it does not also
require crippling the work being done, seems only prudent.

Since the issue at hand is specification of a base character set, with
escape hatches for the remaining characters, I think that defining the
maximally 'safe' character set is a commendable effort.

Besides, Keld's list was fun to read.
