oops.

I believe that MIME should merely state that the content subtypes must
be registered with IANA.  My understanding is that IANA requires that there
be a spec, but does not require that it be published (though it must be
showing to IANA administration, even if this requires a non-disclosure
to be signed -- IANA administration is very accomodating that way.)  I
believe that the requirement for publication of the spec applies only if
the subtype is to be made standard.
