A `quoted-binary' content-transfer-encoding for use over 8bit but
non-binary channels could be beneficial (for RFC-HDR as well as RFC-MIME).
It would be a trivial modification of quoted printable (merely extend the
set of characters that may be represented by themselves). It seems wasteful
to waste an entire bit on channels that don't touch it, resulting in =XX
sequences for bytes that could easily be represented by themselves.
