The ;NAME= parameter?

Re: earlier questions about MIME types/subtypes for PC files, what
is the status of the ";NAME=" parameter on the content-type line?
I seem to remember from earlier conversations that there was talk
of phasing it out (in favor of content-description or something?)
  Is it still valid/will it be phased out/discouraged?
