Could people give me some pointers to groups working on enabled mail
applications?  i.e. sending programs through the mail to be executed
by the recipient's UA, and possibly generating a reply.

You could look at the FORM feature in HTML+
<ftp://ds.internic.net/draft-raggett-www-html-00.{ps,txt}>
which is a failrly complete user-fillable form, with submission
either by email or by HTTP as specified inside the form.

As HTML is normally moved around in WWW inside MIME messages
and as mila and WWW apps are merging, sounds like HTML+
will be an obvious choice.  Try some forms with Mosaic for X
version 2 -- theer are some examples in the online documentation
and some really useful real forms out there for database queries,
etc.
