I would prefer to keep things simple.
Simplest cut:

Content-language means human (or semihuman; ref X-klingon) languages,
exclusively.

For programming languages, someone else (NOT ME) can register


  Content-type: text/source-code; programming-language=perl

which is what I think is really what the automagic compiler would need.
An attached "Content-language: fr" on this message would then mean that
the comments were in French.

Namespaces should be separate!
