If we were talking about using MIME with netnews, it would have have to
be 0-255. That's what necessary for CTE of 8bit or binary to transmit
arbitrary data including audiovisual one.

But, we are not. So, 1-255 is a lot more than enough.

Even RFC 822 "7bit" means 0-127.
