What a novel idea.  Do we leave it entirely free and just caution senders
that they need to make things 'pretty' or do we try to write some sort of
operational definition for pretty?

Perhaps using an HTML subset as our "basic" rich text format makes more
sense now than it did two years ago.

Without offering an opinion about it's wonderful, I'm feeling compelled to
agree with the statistical assessment.  I believe HTML has won this
particular battle and maybe war.
