Section 7.1 recomends that the following:

    MIME-Version: 1.0
    Content-type: text

should be treated as text/plain.  The MIME specificiation
seems to indicate that any body part with an unknown type or
subtype be treated as an "application/octet-stream" (see RFC1521, p.13)
