I believe that the important point to remember about subtypes of
"message" is that they are not guaranteed to be MIME messages
(with the single exception of message/rfc822 containing a
Content-type: header)

Message/partial does not contain a valid MIME object in itself,
it contains only part of one, for instance.
Thus, you cannot generally assume that the idea of a
content-transfer-encoding makes sense for an unknown object of
type "message".
