Some notes about the wrap=yes/no or Text/Paragraph issue

Should a sender who has wrapped a message indicate wrap=no or wrap=yes?

It is important to specify whether "wrap=no" means that the sender has
already wrapped the message into < 80-character lines, or whether it
is advice to the receiving mailer on whether to wrap or use horizontal
scrolling for long lines. For example, even if the sending mailer has
wrapped the lines into < 80-character lines, a receiving mailer with
a very small screen might want to rewrap them to a lower width.

Thus, even if the sending mailer has already wrapped the message, it
should still have "wrap=yes" (or be sent as "text/paragraph").
"wrap=no" should only be used for messages which contain ascii art
and tables.

Meaning of omission of the wrap parameter
-----------------------------------------

One difference between the wrap=yes/no and text/paragraph solution is
that the wrap=yes/no allows three variants:

- wrap=yes
- wrap=no
- no wrap parameter specified (which might be interpreted as "this comes
  from an old mail client developed before the wrap parameter was specified",
  or alternatively as "don't know" or "don't care")

Labelling of messages which only has very short paragraphs
----------------------------------------------------------

Suppose a message only contains very short paragraphs, with no
paragraph longer than 70 characters. For example, a message which
only contains the word "Yes!" or only contains the phrase "Hear,
hear!". How should such a message be handled?

(a) Always wrap=no
(b) Either wrap=no or wrap=yes are equally valid
(c) wrap=yes if the very short text should be wrapped in clients with
    very narrow windows, wrap=no if the very short text should not be
    wrapped for such clients.
(d) No wrap parameter should be given at all
