 People keep saying that the Resent headers are
not intended for mailing lists, but if not, what _are_ they intended for?

manual resending, where you want the "resent" recipient to get the 
same headers.  it isn't used very often, but it's extremely valuable
for the cases where you do need it - e.g. to reroute a misdirected
message to the correct recipient, especially to a mail robot.

And how am I supposed to deduce from the text of DRUMS why they are not
 suitable for this purpose?

if it's not clear, we need to fix it.
