I'm for moving the draft forward, though I think there are some issues
that should be addressed in it that have been discussed previously:
1) Inclusion of a community assessment note for each field, and the
process by which that note is determined.
2) Inclusion of a community assessment keyword, based on (1), that can
be used in queries against the registry.
3) Merging the "normative" and "provisional" registries - queries based
on the keyword in (2) would serve the purpose, and with a merged
registry we have the option of seeing all known field names together.
