of course.  though it's somewhat difficult to see how
we could have dealt with I18N better in MIME, given the
technologies and deployment constraints that existed 
at the time.   we could, of course, could have defined
a clean way to pass arbitrary data in parameters and
made it part of the original protocol design.  I don't 
think anybody ever raised the idea at the time.
