the last bit seems dubious - just because I won't respond to mail
for some period of time doesn't mean I don't want it to be sent to me.
If you don't implement the other features, this one provides a reasonable
escape hatch to the list owner. After 3 or 4 oof/notification messages in
a single day, flag the account.
