2821/2822 are "Proposed Standards" and have been out for 1.5 years now.

At a minimum a new version of 2821 needs to be prepared. A new version
of 2822 may be needed as well.

I suspect 2822bis would be able to move to draft. I think it is unlikely
that 2821bis will be able to.

I think it might be wiser to wait until the Internationalization issues
have been settled, or at least become clearer. For that we need IDN up and
deployed in the real world. We also need to look carefully at local-parts
to see whether they need to be restricted further (or at least have some
features moved to the obsolete section).

And we also need to review the whole of the obsolete section to see
whether any parts of it could be dropped.
