I don't know whether anyone else is having this reaction, but I suspect this
sub-thread is a deep, dark rat-hole.
When the IETF starts a new standards effort, for something that has been in
operation pre-IETF, an explicit question is the amount of attention to be
paid to preservation of the installed base, versus "merely" taking prior
experience as guidance to what is really a new engineering effort.
For any substantial installed base, we tend to err in the direction of
preserving that installed base -- ie, documenting running code -- rather
than starting fresh.
But not always.
