I don't care what set of messages you're talking about. My point is that
(1) changing the readers of those messages to accept UTF-8 in a new
message/utf8 and then
(2) allowing the writers of those messages to send UTF-8 in
message/utf8
is not as good as
(1) changing the readers of those messages to accept UTF-8 in
message/rfc822, as some readers do already, and then
(2) allowing the writers of those messages to send UTF-8 in
message/rfc822.
The second plan achieves the same effect at lower cost.
