B News predates RFC1036.
And B news was still in use many years after RFC 1036 was
published (Dec. 1987). It was certainly still in use in
the mid-90s. According to my recollection of Usenet history,
it started ca. 1980. That means that there have been 8-bit
issues for more than 70% of the time that Usenet has been
around, which means that the "almost since the very start"
statement is clearly false.
