It's clearly easier to implement UTF-8 than to implement UTF-8 _and_ IDN.


actually, it's not - because the IDN libraries already exist, because you
need to do canonicalization anyway, and because "implementing only UTF-8"
introduces additional complexity elsewhere (in the email-news boundary)
that may not be necessary if you use IDN.
