That reason is not a show-stopper; Unicode (and therefore utf-8) has the
same problem (multiple representations of the same word), and the issue
can be easily handled by specifying a subset of the general method.

I would like to maintain the convention that 2047 format is only used
for human-readable text, on the assumption that various tools and translators
feel free to decode and/or translate anything that matches =?[BQbq]?[^?]*?=
