I expect that in 20 years time there will still be a need to read old messages
that use both 2047 encoding and old charsets.


Sure, software may still be recognizing it as "obsolete syntax", but it
will not be in regular use for current messages.

The relevant BCP RFC (2277) has this to say:
   Negotiating a charset may be regarded as an interim mechanism that is
   to be supported until support for interchange of UTF-8 is prevalent;
   however, the timeframe of "interim" may be at least 50 years, so
   there is every reason to think of it as permanent in practice.
