As GB18030 is just another transformation format for Unicode, the very
fact that they do demand support of GB18030 will also push other Unicode
transformation formats. For example, I'm quite certain that Microsoft
Windows will continue to use UTF-16 internally (actually, they switched
to UTF-16 from UCS-2 because of the Chinese requirement to support
GB18030). And message user agents (as well as any other software) that
run in a GB18030 environment (on Unixoid systems) can easily translate
between UTF-8 and GB18030.
