I see nothing in the charter about playing King Canute telling the
tide not to come in. The avalanche has already started; it is too late
for the pebbles to vote.
The best that we can do is to convince the people who will post 8-bit
headers regardless to at least use an agreed upon representation.
Anything beyond that wouldn't happen even if the entire WG, the AD and
IETF all agreed with you.
