I would suggest removing any reference to Netnews before doing so.
Ultimately, if this scheme is acceptable to the email community, then
there might be extensions into the Usenet community, but let us agree on
how it would work within email first. But the functionality you proposed
for email seems about right to me.

The way I remember it, this document was, at that time, so
extremely controversial, with so many strong opinions
requiring incompatible functionality, that I decided at
that time not to do any more work on it.

Since then, it has actually been implemented in some email systems
(notably those written by Dan Bernstein). If you are going to produce a
new draft, then some preliminary discussion with Dan might be fruitful.
