If that's clear then it's not in the domain-literal syntax:
domain-literal = "[" *(dtext / quoted-pair) "]"
Of course (2)821 doesn't need to waste time with explanations
how mail is "sent" to or from empty domain-literals, but STD
11 has e.g. route = 1#("@" domain) ":", so it's not that
there was no alternative to using *(dtext / quoted-pair) in
the domain-literal syntax.
The semantics later says "its contents must conform with the
needs of the sub-domain in which it is interpreted". If @[]
is interpreted as "nowhere", then that's fine.
