It appears that the majority of decisions used to define and execute
sharing transactions can be described in a few finite terms - but
perhaps with complex consequences. As such it seems to me that in order
to keep the complexity of the system down we can define a simplified
interface with specific expectations. The elements that describe these
can be CPDL specific structures that encapsulate this functionality
rather than xml structures that are extended to meet this functionality.

The consent framework need to be improved and reworked to described better how import mechanisms work, scope rules are defined and applied, etc. A lot of the things that are coming up now with the consent definition language need to be addressed within the consent framework as a more general design issue. I will try to get a new draft out soon combining all the comments submitted so far, but I think that we need to to concentrate on the framework as well, since many things from there may explain or define how the consent language will operate.
