One possible (and imho very useful) definition of spam is `e-mail
belonging ot one of the often-undesirable categories, but without an
appropriate label`. The FCC rule may help define these categories, and
technical mechanisms, and potentially complementary legal measures,
can enforce appropriate labeling. See

simple cryptographic protocol to enforce correct labeling for content
selection (filtering).
Proposals in the form of I-Ds (produced using xml2rfc, perhaps) are
encouraged; please consider providing one.
The original RBL started out as a list of IPs from which to shun ALL
traffic. I think it was a mistake (given hindsight) to have switched to
just shunning email traffic from IPs that were the source of abuse. As
we solve the email spam problem, spammers switch to other media (spim,
wikispam,...) so we should be prepared.
