So you're saying panix doesn't block any, e.g., broadband IP pools or
similar, at a system level?

Do you work at panix or otherwise have authoritative info on this? I'm
not asking that to be baiting, but oftentimes it's not the most public
information.

In response to your claim that ISPs have to either do ingress blocking
or charge $1000/month, I offered panix as a counterexample.  Ingress
blocking is a user option.  Everything past it is, too; stuff is made
available to make things like spamassassin easy to configure, but it's
all up to the user to decide what to do.  Email accounts, with shell,
Usenet, etc. cost $100/year, two orders of magnitude below your claim.
