For design it might suck, but for requirements gathering open-ended
brainstorming kicks ass.
When everyone involved is familiar with the current practices and
issues, it can be. When a significant fraction aren't it's much more
likely to end up being less useful.
Spam-related groups tend to have many more people interested in them
than more prosaic protocol development groups, which is positive in
some respects.
