   I am willing to write up _a_ usage case, _if_ that will encourage
folks to actually _do_ research on this. But I don't believe it should
be part of an ePostage extension spec. There clearly are multiple
possible usage cases.

   As far as "deployment" plans, that seems premature; but I could
respond to specific questions about how it might deploy. (Keep in
mind that mass-email isn't all spam, and there are quite a few
mass-emailers that currently pay "vouching" services to improve their
delivery rates.)
