Yes, they do, and many of them have histories of being exploited.
All such mechanisms were completely worthless *before* the rise of the
zombies (thanks to the boundless stupidity of users); now they're
laughably completely worthless, since of course there is no way to
distinguish between "actions taken by user X" and "actions taken
on behalf of user X by the new owner of X's system".
Spammers (and other abusers) have already demonstrated mastery of this,
so it would a very bad move to deploy a mechanism they've already proven
they can exploit at will.
