Of course it can, if sufficiently distributed. There might be a
protocol for communicating desires to the MDA-maintainer, but such
traffic need never leak to an upstream, and the database would be
entirely proprietary.
Could you describe concisely how this thing differs from a spam filter?
The more you describe it, the more identical it sounds.
Spammers send lots of mail, the filter throws away everything the
recipients don't want, letting a little bit through. That's
Spamassassin.
What am I missing?
