My guess is that the Design Team will try to minimize changes to the
actual specs, making only those necessary for functionality we recommend.
Thus, I doubt there will be much of what Matthew is looking for.
However, a "Best Practices" draft has quietly found its way to the
CSV website:

It may already contain the sort of things Matthew is looking for. If
not, suggestions are certainly welcome, either on-list or to me as
document editor.
(It needs a revision pretty soon anyway, so suggestions by, say, Monday
are especially welcome.)
