Since August, CSV publication has increased from 24 domains to 26
domains. SPF records at the HELO domain have increased from ~3750 to
~4650. This survey was done *after* the MAAWG meeting where an entire
session was dedicated to CSV.
Something's wrong with your methodology. There are thousands of CSV
records on my DNS server alone.
As mentioned in the parent article, I only have 135k domains used on
the SMTP HELO command to check. I didn't say that there are only 26
domains total that use CSV, just like I'm sure there aren't only
several thousand SPF/HELO users.
