IETF rough consensus is predicated on developing support for a view. Hence,
developing that support is a fundamental hurdle that is a natural and
constructive part of the IETF process.
Participants in an IETF process are not obligated to respond to anyone's
postings.
So, failure to respond to someone's view is nothing more than an indication of
lack of support for that view and, therefore, its failure to pass this basic
hurdle.
