The second is slightly longer term but there is a good argument to be
made that DKIM is the key to making the Federal bridge CA really deliver
value without having to do extensive client software updates.
The second may be sooner than you think. There are definite business
ventures looking to deploy services that fall under (2) in your list,
with some under development before DK was even deployed.
Those who cannot see the use of header-based message digital signatures
beyond how DKIM currently defines it, are failing to see where the
market forces are going.
