[ietf-dkim] A concrete use case for policy

We have been having a lot of discussion as to the use case for policy.
 
One use case that clearly provides real and immediate benefit is for filtering 
mailing lists:
 
AXIOM: Mailing lists do not subscribe to other mailing lists
CONSEQUENCE: Any mail that fails verification on receipt by a list serv is 
either bogus or was sent by a misconfigured server
 
I think that we get a very clear benefit here. Filtering out spam is a major 
headache on a mailing list. Although mail sent by non subscribers can often be 
dumped it sometimes has to be moderated and that is a real pain.
