[ietf-dkim] Recharter has been approved

The new DKIM charter, as recently posted here by Stephen, was approved
today by the IESG.  The new charter should be posted, and a formal
announcement sent, on Tuesday.  Meanwhile, know that we have the
go-ahead to go ahead, and, please, go ahead.
