More of what they COULD do than what they SHOULD do, IIRC.
And, that may provide a path to compromise: keep everything as less-
than-SHOULD (but still limited to very minimal changes required to
MLMs), publish as Experimental, and wait for the Best Current Practices
to emerge.
The current draft deliberately avoided using any normative language at all, and
has Informational status only. Hopefully that satisfies those concerns.
