since Helo has nothing to do with the submitter (from/sender) the issue is not 
"constraint" but irrelevance.

if someone is trying to relate submitter and helo, they need to stop.

as there is less support allowing this
  field to be dynamic. 

ahh, now the question of whether mta implementations give as much freedom to 
set the helo field is another matter entirely.  my understanding is that, 
indeed, they do not.
