In what sense it adding a header (other than a Trace or Resent header) 
to the bottom an MTA bug?  Even if it were, it's VERY common behavior.  
In fact, the sendmail milter API only added the ability to prepend 
headers in 8.13, so anyone with 8.12 or earlier using a milter to add 
headers is putting them at the end.
