If a sender wants to rate-limit its mail, why can't it just do so?
sender -> isp -> exploder -> millions of people
The ISP no longer has any control over who receives a message after it has
been relayed to its recipients, unless there is some kind of call-back.
So a final step in this extrapolation is to make the callback get the content
and just send out a URL. Then you rate-limit by rate limiting your content
server. Let's call it IM2005.
