This is a flavor of epostage. Like all forms of epostage, it doesn't
scale to a mail system large enough to be interesting.
I went to a seminar given by Mike Burrows two years ago at which he
described both their memory-bound puzzles technology and their epostage
technology. The latter was much more scalable than you might expect: its
database uses two bits per active stamp and doesn't require indexes.
