specific to the target service and limit DNS to the task of pointing

Hmm... Hadmut's proposal to put the policies on the web is looking
useful.
The difficulty is that email becomes dependent on one more service,
which makes it less robust.
If large policies are stored on the web, and email depends on those
policies, than the idea of storing messages on the web and having a
"notification" system looks more applicable.
Good solutions are hard to find.
