TECH-OMISSION: EDNS0 on authoritative servers should be mandated for lar

With the proviso that I believe this belongs in a BCP rather than a
standards track document (as per my previous post, I believe we need a
new draft therefore)

We mandate that 'Sender-ID compliant sites' MUST use EDNS0 to fetch
records.

I believe we should also mandate that anyone publishing records that
won't fit in a 512 byte UDP packet SHOULD use EDNS0-compliant
authoritative name servers (or MUST if you prefer)
