Most of us IETF'ers are engineers interested in content, not
presentation.  We're allergic to jazzy press releases which try to put
a spin on routine actions of the IESG.

As I understand the IETF process, the creation of the working group is
neither a necessary nor a sufficient condition for the protocols in
PGP to be put on the IETF standards track..
