Then you are *really* going to hate one scenario that will represent
a likely end point:

Average (l)user has only one public key besides his/her/its/other's own -
the Post Office key. 

Messages are composed, signed, encrypted with PO key and sent with list
of recipients.

PO then retrieves key of each recipient and encrypts session key with that,
then affixes header (might also replicate each message so recipients each
receive individual message. Machs nix.)

Any of several variations would also accomodate CMR or GAK.

Why likely ? Is most brane-ded mechanism possible for corporate use and 
most people just won't care.

Not saying *I* like the idea, just that it is likely.
